Subject:           METCO March for Equity – Action Requested

 This week, Governor Patrick recommended a $1.5 million increase for the METCO program next year in his FY 2009 Budget.   We would especially like to thank you for all your efforts on behalf of our students in the METCO program in obtaining this favorable recommendation.  The last recommendation for a funding increase by a Governor occurred before 1975 from Governor Sargent.

In view of the gloomy economic forecast for Massachusetts, this recommendation for a 7.3 percent increase is fantastic!  Our advisors suggest that we work together quickly to ensure support from all the members of the METCO Legislative Caucus for this potential 5th consecutive increase.  The increase, if approved by the House and Senate, represents an additional $456 per participating student for education and transportation funding needs.

For grants to cities, towns and regional school districts for payments of certain costs and related expenses for the program to eliminate racial imbalance established under section 12A of chapter 76 of the General Laws

Please join us in sending a thank you to Governor Patrick for his support of this “important Massachusetts education program” and key individuals who made it possible including Education Advisor, Dana Mohler-Faria, Acting Commissioner Jeffrey Nellhaus and the Board of Education members who recognized the need for additional funding as well as reaching out to all the legislators who represent METCO communities and/or families. 

  1. Please contact your Representatives and Senator now before they submit their budget priority letter on or before February 11th to their House Ways and Means Chair.  Ask each legislator to include the $1.5 million increase for the METCO program as one of their priority items.  The METCO Grant is Line Item # 7010-0012 and the requested funding level is $22,115,313 for FY 09.  All Priority letters are due by Friday, February 11th.  House Chair DeLeo’s one-to-one meetings with Representatives begin on February 19th and extend through March 13th and Senate Chair Panagiotakos is expected to begin his meetings in the same timeframe.
     

  2. Send a letter to Governor Deval Patrick and key members of his education team thanking him for his support of the METCO program, a program that improves racial integration and raises graduation levels and college attendance rates of participating students.
     

  3. Designate your participant to the METCO Legislative Caucus Breakfast scheduled from 9 am to 11 am in the House Members Lounge at the State House on Thursday, February 7th.  A group photograph will be taken at 10:30 pm with the legislators and METCO representatives.  The Massachusetts Legislative METCO Caucus was formed to raise awareness and increase clout in the halls of the State House.
